Russell Harrigan

Chairman & CEO

Russell Harrigan is the Founder and CEO of The Oyster Global Marketing Group which he established in 1997. The Oyster Global Marketing Group roster of clients includes a number of the leading tourism and corporate entities operating in the territory. Mr. Harrigan served as Director of Tourism in the BVI 1989 – 1997 a period which saw the destination established as a global tourism brand using the Nature’s Little Secrets positioning. His tenure as Director also saw significant national planning and strategy development in the yachting and cruise tourism sectors and the development of a National Tourism Strategy.

He also served as Chairman of the BVI Tourist Board 2003 - 2007 a period which saw the expansion of tourism to its highest level of arrivals in all sectors including the development of two new resorts. He is currently on his second tour of duty as Chairman of the BVI Tourist Board effective December 2011. His current focus in the repositioning of BVI tourism after the 2008 global recession. Harrigan is widely recognized regionally and internationally for his tourism, marketing and promotion acumen. Russell’s background is tourism and marketing and he has completed numerous tourism consultancies in the private and public sectors in the BVI and overseas. Harrigan is a graduate of Florida International University.

Russell is also Chairman and CEO of Oyster Publications established in 2006 which publishes Business BVI, an annual business magazine with a global footprint via a print circulation of 40,000 and an online edition. Portia Harrigan

Managing Director

Portia joined the company as Managing Director in August of 2005. She brings to Oyster a significant amount of experience in tourism, marketing and promotions gained from working at various management levels in the hospitality industry, and from owning and managing an upscale boutique and teashop which targeted the tourism sector. She has also been very active in community organizations and founded the eCamps BVI organization, which caters to 9-17 year old youth in 2012.

Portia’s primary responsibilities at Oyster include editorial oversight of Business BVI and managing Business BVI Signature Events. Launched in 2007, Business BVI has hosted events in the Bahamas, British Virgin Islands, London and Hong Kong including the highly acclaimed BVI Business Outlook Conference held in January each year.

Portia, a Bahamian by birth is a 1988 graduate of Florida International University’s School of Hospitality Management.

Kate Mullan

Marketing Communications Manager

Kate joins Oyster as a Marketing Communications Manager and brings with her the expertise to enhance Oyster’s digital marketing offering, alongside Oyster’s traditional media activity in PR and events management.

Kate graduated from the University of Southampton with a 2:1 BA (Hons) in English Literature. She previously worked at a global advertising agency in London, specialising in digital media. She is IPA qualified and has a strong background in search and social media.
